Президент Узбекистана издал указ о регулировании криптовалютного рынка, а также введении для участников отрасли фиксированной ставки НДФЛ и обязательных отчислений в государственные целевые фонды.
❗️Указом президента Узбекистана Шавката Мирзиёева предписано реорганизовать Национальное агентство проектного управления (НАПУ), действующее под эгидой президента республики, в новую структуру – Национальное агентство перспективных проектов (НАПП).
📌НАПП будет отвечать за широкий спектр проектов, связанных с внедрением «особого режима регулирования криптовалюты» в Узбекистане. По распоряжению главы государства, агентство разработает единую государственную политику в отношении криптовалюты. В зону ответственности НАПП войдут направления защиты инвесторов и меры по борьбе с незаконной деятельностью, такой как финансирование терроризма. Агентство будет инициировать и продвигать проекты государственного управления и социально-экономического направления, в которых планируется применение блокчейна.
📌НАПП предоставлено право устанавливать законодательные условия для организаций, использующих технологии криптографии и блокчейна, а также для поставщиков виртуальных активов, включая компании по торговле и майнингу криптовалют. Агентство будет отвечать за лицензирование поставщиков услуг виртуальных активов, а также осуществлять финансовый надзор за своевременной уплатой государственных пошлин и налогов участниками криптовалютной отрасли.
🔺«Участники специального режима обязаны уплачивать обязательные отчисления во все виды налогов и в государственные целевые фонды, а также таможенные платежи за оборудование, технологическую документацию, программное обеспечение, ввозимое для собственных нужд, не производимое в Республике Узбекистан», – говорится в указе президента страны.
▪️Согласно принятому документу, доходы от заработной платы участников «особого режима регулирования криптовалют» облагаются НДФЛ по фиксированной ставке 7.5%.

❗️The Decree of the President of Uzbekistan Shavkat Mirziyoyev ordered to reorganize the National Agency for Project Management (NAPM), operating under the auspices of the President of the Republic, into a new structure - the National Agency for Advanced Projects (NAPP).
📌NAPP will be responsible for a wide range of projects related to the introduction of a “special crypto-currency regulation regime” in Uzbekistan. By order of the head of state, the agency will develop a unified state policy regarding cryptocurrency. The area of responsibility of the NAPP will include areas of investor protection and measures to combat illegal activities, such as the financing of terrorism. The agency will initiate and promote public administration and socio-economic projects in which the use of blockchain is planned.
📌NAPP has been granted the right to establish legislative conditions for organizations using cryptography and blockchain technologies, as well as for virtual asset providers, including cryptocurrency trading and mining companies. The agency will be responsible for licensing virtual asset service providers, as well as financial oversight of the timely payment of government duties and taxes by participants in the cryptocurrency industry.
